There is a black & white ruling on the 'once to swerve/chop'
Finally i've found the website consisting the FIA ruling on the 'one time swerve/chop' in black & white.
Looks like TGF did not use dirty tactics but just simply applying to the rule FIA had stated. Go here http://www.fia.com/homepage/selection-a.html and click on Appendix L to the International Sporting Code under Chapter IV Art.1 - Overtaking. Article 1 is about "Observance of Signals". Article 2, "Overtaking", does not clarify the point in my opinion. Please cite the rule who feel justifies this penalty.

The drive through can not be justified, but I would like to see the answer the stewards gave when williams asked what JPM did wrong.

The original post refers to "chopping" the start, I think. Nothing to do with Montoya's penalty.
